Nineteen of the Russian's twenty-one championships have been earned on hard courts
A comeback Medvedev secured his first title for 882 days with victory over opponent Moutet in the competition championship match.
Medvedev, a ex- number one, has had a challenging period, achieving just one match at the major tournaments and suffering a setback at the US Open.
His varied form on the ATP Tour - and difficulties with his serve in particular - led to him dropping out of the top ten and eventually splitting with long-time trainer his previous coach.
Now training with Johansson and Rohan Goetzke, the tennis star has gradually improved in the recent weeks - peaking in a tightly fought competitive victory over Frenchman Corentin Moutet.
This marks Medvedev's maiden trophy following the Rome competition and first on a hard court after that period of the previous year.
Success also indicates he has secured 21 victories at 21 distinct tournaments.
"It's the first time I have attended a event with my both daughters simultaneously, so to get a title is really nice," stated tennis professional Medvedev.
"This victory is in dedication of my child my daughter, because the initial championship I won when my child her name was born was for her."
The tennis star, the 2021 US Open champion, had lost his past six finals, comprising in the German tournament in the past months.
His counter-punching strategy and regular emotional displays on the playing surface had prompted commentators to question if his capacity to compete at the elite level was concluded.
Yet the 29-year-old has altered his approach in recent weeks, striving to advance forward and perform aggressively, backed up by an improved serve.
He came back from a break down in the first set against the tricky opponent, winning four of the concluding five games to gain the advantage.
Both players swapped service breaks in the following set before Moutet, attempting for his maiden ATP Tour title, gained dominance to create a third set.
The opponent saved 4 early-game opportunities in a close deciding set before Medvedev secured a break to 15 to serve for the match.
Suitably, he secured victory with a rally at the net area, with the Frenchman failing to control a volley after over two and a half hours.
